Description:

• Develop and implement standard methods for project performance monitoring, reporting, analysis, trend assessment, scheduling, and estimating. Facilitate programs to establish and analyze operational and process improvement plans used for goal setting, project cost and benefit estimation, performance indicators and targets, benchmarking, baselining, and trending.
• Assist in the development and approval of project contracts and revisions. Prepare and obtain approval for Contractor Work Authorizations (CWA) and related revisions. Monitor expenditures for usage trends and issues. Lead and manage processes to ensure integrity, resolve pending requests, and reconcile encumbrances and outstanding tasks with financial systems as required.
• Provide project cost and schedule performance analyses, along with recommendations to improve performance, to project managers and engineers. Perform cost-benefit analyses and enter data into the project justification system database. Prepare project approval packages and associated documentation.
• Support project managers, engineers, and line organizations in developing project budgets and establishing reporting structures. Monitor and forecast performance against established performance plans and long-range project objectives.
• Assist in developing project work breakdown structures to ensure effective risk management, efficient resource allocation, and critical path identification.
• Ensure project milestones and resource requirements (labor hours and budget) are entered into applicable cost and scheduling tools. Use cost and scheduling tools to level resources across projects.
• Conduct project schedule review meetings and facilitate scheduling sessions during scoping workshops. Perform special studies, such as project forecasting and operations and maintenance (O&M) projects.
• Research, prepare, and submit fixed asset accounting classification requests for capital project determinations. Provide written project closure notifications and conduct root cause analyses to explain cost, schedule, and performance variances.
