Position Summary

This position is responsible for the Historical Society's purchasing and procurement activities; contract development and administration of contracts; ensuring proper solicitation and contracting provisions are adhered to; and developing and maintaining policies and procedures.

The Wisconsin Historical Society is a delegated agency for procurement functions, and this position serves as the Society's special designated agent. As such, this position is responsible for ensuring that all procurement activity performed by WHS adheres to the statutes, rules and procedures established by the State Bureau of Procurement at the Department of Administration, governing the procurement process at any dollar level. This position is responsible for upholding all terms and conditions of the Delegated Purchasing Authority granted to the Historical Society.

This position serves as the Agency's procurement advisor and assists in the administration of its Purchasing Card (P-Card) Program. This position provides advice, consultation, and training to Agency employees related to State purchasing and P-Card laws and policies and leads Request for Bid or Proposal and waiver processes.

The Procurement Coordinator is a member of the Agency's Financial Services team and oversees Purchasing/Procurement functions of Fiscal Year End Close, closing purchase orders and reviewing the purchase order roll.

Salary Information

The salary will be between $31.00 - $41.00 per hour plus excellent benefits. Pay on appointment for current or former state employees may vary according to the applicable pay provisions found in the Wisconsin State Compensation Plan. This position is in pay schedule 07, range 03. The classification is Purchasing Agent-Senior. A 12-month probationary period will be required.

Qualifications

Minimally qualified candidate will have experience in all of the following:

  • Performing purchasing or procurement activities.
  • Managing vendor relationships.
  • Seeking bids or quotes from vendors for products or services.
  • Researching, interpreting, applying, and ensuring compliance with rules, policies, laws, or procedures within an organization.
In addition to minimum qualifications, a well-qualified candidate will additionally have experience in one of the following areas:
  • Experience with State government purchasing or procurement.
  • Developing purchasing policies or procedures and providing guidance, consultation, or training on purchasing or procurement activities.
  • Performing the full life cycle of procurement and contracting activities related to the development of a Request for Proposal and Request for Bid.
  • Using PeopleSoft-STAR system including eProcurement, Strategic Sourcing, Purchase Orders, Contracts, eSupplier, and other related-purchasing modules or systems.
