Fiscal Officer II

The Department of Information Technology Services (ITS) is seeking a Fiscal Officer II. The Fiscal Officer II performs analytical and evaluative work involving the formulation of budget estimates (including the development of fund requirements to support operating programs), oversees the execution of the approved departmental budget (Capital and Operating), and exercises controls over the obligation and expenditure of appropriated funds and the administration of management services. Guidelines used by the incumbents are in the form of acceptable industry and legal practices, Administrative Regulations, ITS standards and practices, and other internal department procedures and policies. This position reports to the ITS Administrative Services Division Chief.

The Opportunity
As Fiscal Officer II, you will be an important team member of the Information Technology Services (ITS) Department. Examples of duties include:

  • Monitoring fiscal conditions of the department's operating programs and conducting budgetary and financial analyses of the department's budget to determine variances, and the causes and remediation of the variances.
  • Prepares the annual budget for the Department, analyzes variances, and is accountable for results.
  • Developing financial analysis reports for aiding in developing the department's budgetary needs.
  • Managing contract terms and identifying appropriate contract vehicles for the department to utilize for required procurements.
  • Developing monthly financial reports for tracking and analyzing budgets and reviewing these with management.
  • Proactively engaging with staff on budgeting or financial matters and providing sound resolutions.
  • Preparing, justifying, and tracking budget transfers required for the department during the fiscal year.
  • Managing the department's operating budget and reviewing payment vouchers and Purchase Card charges for goods and services obtained in support of operating programs and capital improvement projects.
  • Processing department purchases and overseeing payments made according to City and State regulations.
  • Overseeing the budget for the department's Capital Improvement Program (CIP).
  • Working with Deputy Directors, Division Chiefs, and project managers to obtain a timely allocation of funds for CIP projects.
  • Reviewing CIP allocation requests to the Office of Management and Budget (OMB) using the information provided by managers of the projects.
  • Attending meetings with staff where policy and direction of each CIP project is determined for the upcoming budget cycle.
  • Developing the personnel services portion of the operating budget.
  • Recommending budget adjustments and alternative methods for meeting budget goals to the Director and Administrative Services Division Chief.
  • Attending meetings with OMB staff and the City Manager's Office staff to answer inquiries on CIP projects and the operating budgets.
  • Preparing monthly or quarterly budget forecast reports of general fund expenditures for the department.
  • Providing training and assistance to staff members in order to ensure compliance with regulations and fiscal requirements.
  • Maintaining and exercising technical expertise in the interpretation and application of City financial management and procurement procedures and policies.
  • Interpreting policy and assisting divisions in attaining consistency and compliance with all regulatory requirements.
  • Meeting all financial and reporting requirement deadlines, building in time for management review prior to submission deadlines; and,
  • Performing other related duties as assigned.

About the Department:The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City's residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria's ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for more than 20 years.

Minimum & Additional Requirements

Four Year College Degree; three years of experience in positions involving public administration, public financial planning, public budgeting, government accounting, electronic data processing, procurement contracting and personnel management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Master's degree in Public Administration, Public Polity, Government Finance/Accounting, of Financial Management, plus three years of experience or more in local/municipal government financial operations as fiscal or budget analyst. Advanced Excel experience; working knowledge of Tyler Munis financial / budget software package; and ability to use or develop in Smartsheet.
