Systems Software Programmer - Project Lead (Web Application Development)

Scope of the Project

The Division of Technology Services develops and maintains multiple mission-critical applications for the Department of Social Services (DSS). We are seeking a highly motivated Systems Software Programmer - Project Lead to join the Web Application Development team. This role will play a key part in the continued delivery of new Economic Services Re-Engineering projects as well as other enterprise initiatives.

Daily Duties & Responsibilities

The Project Lead will serve as an expert coder and technical leader, contributing to both visual interfaces and web services. Responsibilities include:

  • Design, develop, test, and deploy software solutions using Microsoft Visual Studio, C#, ASP.NET, ASP.NET MVC, Angular, PrimeNG, jQuery, .NET, and MS SQL Server.
  • Collaborate with software engineers, technical leaders, and external partners to recommend and implement efficient, scalable solutions.
  • Create and maintain subsystem and component designs, implementing object-oriented solutions that integrate into larger systems.
  • Perform debugging, unit testing, integration testing, and participate in production releases.
  • Manage source code, build processes, and deployments using TFS.
  • Support system-level testing and help define data interchange formats, APIs, and messaging strategies.
  • Mentor junior developers and share expertise across the team.
  • Participate in Economic Services, BONVI, and Community Pathway Portal projects.
  • Provide technical infrastructure support (repositories, build systems, testing environments).
Required Qualifications
  • 7+ years of experience designing and implementing medium-to-large scale .NET applications.
  • 5+ years developing data-driven applications using relational databases (SQL Server or similar).
  • 5+ years building scalable, web-based applications with N-tier architecture and security models.
  • Strong expertise in C#, ASP.NET, ASP.NET MVC (3+), WCF, Entity Framework, AngularJS, and responsive design.
  • Hands-on experience with MS SQL Server, IIS, and SSRS.
  • Proven track record of designing and delivering multiple software components and subsystems.
  • Strong communication skills (oral and written) with both technical and non-technical stakeholders.
Preferred Qualifications
  • Previous government IT experience.
  • Experience in Child Protective Services or related environments.

  • Microsoft Server 2012 R2, IIS 8.5
  • Microsoft SQL Server 2016 Enterprise
  • Microsoft Visual Studio (2010, 2013, 2015, 2017)
  • TFS (Team Foundation Server)
Education
  • Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent experience).

***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen's client, allowing the user access to the required systems and technology.***
