Position Summary:
ISI is seeking a Construction Project Manager (CM-PM) to support the Department of Veterans Affairs (VA) with Construction Management and Related Services as part of the Electronic Health Record Modernization (EHRM) infrastructure upgrade initiative at the James H. Quillen VAMC in Mountain Home, TN. This position plays a critical role in extending the VA's contract management and oversight capabilities and directly supports the Contracting Officer Representative (COR).
The CM-PM will serve as the VA's contracted construction administrator, extending the COR's contract-oversight capacity while not performing inherently governmental functions leading and assisting in project planning, construction administration, project tracking, and claims services. The work will involve monitoring financials, quality, safety, scheduling, reporting, constructability, and compliance, with a focus on complex healthcare construction environments. The ideal candidate should have experience working active healthcare facilities. Experience with IT infrastructure design and installation; HVAC and electrical upgrades; major renovations; and VA design and construction standards is . The ability to lead and work as a team and independently is critical. ISI seeks an individual who communicates clearly, takes initiative, and embraces project ownership.

Responsibilities:
Documentation & Reporting

  • Maintain accurate and current Project Tracking Reports (PTRs), including milestone dates, schedules, budgets, and contract documentation (mods, IGEs, SOWs, 2237s) in the VA file share.
  • Ensure all deliverables and submissions are accurate, technically sound, error-free, and professionally formatted per VA standards.
  • Prepare regular project status reports, technical briefings, and performance metrics for Government leadership.
  • Consolidate and summarize design and construction review comments from multiple parties, providing recommendations for COR decision-making.

Design & Technical Reviews

  • Conduct detailed technical and constructability reviews at all design phases (concept through 100%).
  • Review A/E cost estimates and schedules for accuracy, feasibility, and compliance with budget and scope.
  • Advise COR and A/E teams on long-lead procurement items, constructability issues, and cost-reducing alternatives, including participation in Value Engineering workshops.
  • Verify design compliance with codes, standards, and approved scopes of work; flag conflicts or ambiguities for resolution.

Budget & Schedule Control

  • Monitor budgets for design, construction, and associated project costs; track obligations, disbursements, and forecasts.
  • Review and analyze contractor and A/E schedules; monitor progress against baseline schedules; identify risks and recommend mitigation strategies.
  • Review contractor pay applications to ensure alignment of work-in-place with invoiced amounts.
  • Evaluate proposed contract changes for scope, schedule, and budget impacts, and provide recommendations to COR.

Construction Management & Oversight

  • Support or lead construction management activities, including field inspections, RFIs, submittals, progress monitoring, and issue resolution.
  • Maintain defect and omission lists; coordinate corrective actions with contractors and COR.
  • Monitor contractor compliance with safety regulations and labor standards; immediately report noncompliance.
  • Prepare and present weekly project status updates, including photographic documentation.
  • Coordinate delivery and installation of VA-furnished and owner-furnished equipment.
  • Support furniture and move coordination with VAMC and EHRM contractors.

Stakeholder Coordination

  • Schedule, lead, and participate in weekly and monthly project progress meetings with stakeholders.
  • Provide technical and project management assistance to CORs, A/Es, and construction contractors.
  • Support acquisition activities, including procurement of A/E and construction services, bid reviews, and contractor evaluations (non-discretionary support only).
  • Participate in strategic planning, risk management, and lessons-learned activities.

Required Qualifications:

  • Bachelor's degree in construction management, architecture, engineering, or related field from an accredited school of higher education and seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.

  • If no bachelor's degree, must possess fifteen (15) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
  • Professional experience shall include the ability to read and interpret construction documents, as well as communicate effectively with project construction team members.
  • Shall possess the knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings, to readily understand and assess the requirements.
  • Must have the skillset and a working knowledge of design and/or construction services, building codes, budgeting, and scheduling to lead to the project's success.
  • Must be able to pass and maintain a Public Trust clearance.

Qualifications:

  • Medical facilities experience.
